Informational Statement Regarding Construction and Blasting Operations
at The RCS Learning Center, 82 Edmands Road in Framingham

WASHINGTON, D.C. – (RealEstateRama) — On June 2, 2016, the Planning Board granted a decision for the construction of the RCS Learning Center located at 82 Edmands Road. The decision regulates the hours of construction and development related activities for the project. Pursuant to condition 12, the RCS Learning Center and its contractors are required to abide by the following hours of construction:

Outside construction hours are limited to 7:00 AM – 5:30 PM Monday through Friday and 8:00 AM – 4:00 PM on Saturday. Absent emergency conditions, no construction is permitted on Sunday or holidays. No equipment on-site shall be started and allowed to warm up prior the start of the allowed construction hours. No vehicles are to arrive at the construction site before the designated construction hours, which includes no vehicle parking, standing or idling on adjacent public streets.

If a resident believes that the RCS Learning Center and/or its contractors are not complying with the conditions of the Planning Board decision of approval. Then complaints of non-compliance should be reported to the Office of the Planning Board either by email at aloomis (at) framinghamma (dot) gov or by phone at 508-532-5450. Such reports of non-compliance shall be investigated and appropriate actions taken.

There have been reports to the effect that Framingham Fire Department personnel arrive at the site prior to 7:00 AM. This is not related to the construction activity at the site. We view this as a positive and provides good oversight of the operations since, at least on the dates when blasting is scheduled, we have first-hand observation of the start of operations.

With respect to blasting operations at the RCS Learning Center site at 82 Edmands Road. The Framingham Fire Department deploys a fire fighter/fire inspector at the site each day that blasting is anticipated. Therefore, the immediate supervision and observation of all blasting operations at the site. If a resident has a concern and/or problem to report regarding the conduct of blasting operations they are encouraged to contact the Office of the Fire Chief at 508-532-5940. The Fire Department is able to contact the fire detail by radio.
